Vehicle Passport (PTS) will be canceled on July 1 in paper form

Soon, instead of the paper version of the usual PTS, an electronic biography of the car will appear - a passport that tells the full biography of your car, from the moment you exit the factory gate to disposal. The legal recognition of the information contained will be electronic signatures of authorized persons.

In the future, this measure should exclude fraud in the secondary market, completely eliminating dishonest car owners and dealers. In addition, the creation of a unified database of electronic passports will facilitate the work of tax and customs services, and will also make it practically impossible to register stolen vehicles.

The idea to introduce electronic TCPs began to take shape quite a long time ago: in 2014, representatives of the governments of Belarus, Kazakhstan and Russian Federation signed an intergovernmental agreement, which was then joined by new members of the Eurasian economic union (EAEU) - Armenia and Kyrgyzstan.

Last summer, the largest manufacturers of motor vehicles in these countries began testing the pilot version of the system, and now car manufacturers are rolling out the final process of switching to electronic passports, moreover, the database will be available to all interested participants: car dealers, banks, insurance companies.

From July 1, 2017, without exception, all car manufacturers are required to switch to the electronic passport system. From this date, paper TCPs will no longer be issued, and from July 1, 2018, manufacturers of all other equipment - self-propelled machines and the like, will expect the same fate on the territory of the EAEU.

Accordingly, the issuance of electronic passports will be carried out by vehicle manufacturing plants, and authorized organizations (for example, customs) will write out documents for imported cars. In the electronic PTS, the same data will be indicated as in the usual one, starting from the make and model and ending with the year of manufacture and the environmental class.

But most importantly, they plan to include the following information in the system of electronic passports of cars:

  • how many people (or firms) owned the car;
  • what types of insurance did the owners use (compulsory motor liability insurance or comprehensive insurance);
  • what accidents the car was involved in and what damage it received;
  • what deficiencies were identified during technical inspections;
  • whether the car was visited by the dealership service,
  • what are the burdens and restrictions.

That is, by purchasing a used car, the entire undercover of the car can be found directly from the PTS: for example, since 2016, the car stopped going to dealerships, and at the beginning of 2017, with a mileage of 40,000 km, it became a participant in an accident in which the front right was damaged wing and bumper. What else is needed for the buyer to put in the garage a new "iron horse" ...

Note that the mandatory replacement of previously issued paper TCP with electronic is not planned. But the paper document will be taken away when the place for recording new owners ends, or it will be damaged - accordingly, they will not issue a new form in return.

In addition, no one will forbid the owner of the car to receive an “electronic form” of their own free will - the estimated cost of the service is 600 rubles. True, it must be taken into account that after this procedure the paper on hand will be declared invalid.

What is the convenience of electronic TCP?

The new document will unite a lot of scattered information now, moreover, accredited structures (as mentioned above, banks, car dealerships and others who pay for using the system), as well as a vehicle owner, will be able to use it.

  • An electronic passport cannot be lost.
  • Any number of owners can be added to the document.
  • One database will fully confirm the legal purity of the car.
  • The buyer will be able to track the full history of the vehicle.
  • In a single database of passports it is impossible to “reset” the number of owners.
  • The database allows you to enter any additional information (accident, etc.).

What are the main disadvantages:

Perhaps the emergence of an "unofficial" service for "cleaning" the history of the car.

The issue of access of a potential buyer to the history of the car is not resolved, since the electronic TCP is still a confidential document.

Many car owners in Russia have already heard the new abbreviation EPTS, and know its significance. To those to whom it is not yet known, we explain EPTS - this is the electronic passport of the vehicle. In the coming year in our country, electronic PTS will replace paper forms.

The transition to an electronic format for registration and maintenance of TCP in the territory of a number of former Soviet republics is provided for in accordance with an international agreement - a decision of the Board of the Eurasian Economic Commission.

Recall that the structure of the Eurasian Economic Union in addition to the Russian Federation includes: Armenia, Belarus, Kazakhstan, and Kyrgyzstan. Moldova is currently only an observer state, without extending to its territory the actions of allied acts.

Project launch dates in Russia

Initially, it was planned to begin the replacement of paper TCPs with electronic ones starting July 1, 2017. However, for a number of objective reasons, by a general decision of the EAEU member countries, the introduction of electronic TCPs was postponed for one year - until July 1, 2018.

Is this the deadline, or is it worth waiting for transfers after July 1? - it’s difficult to predict yet.

As you know, currently the main document of any vehicle (car, motorcycle, bus, etc.) is its passport - the so-called TCP.

It contains all the most important information about the car:

  • specifications;
  • identification numbers of basic units;
  • information about the owner;
  • data on withdrawal and registration.

Passports of cars manufactured in Russia are issued by the manufacturer, and those imported from abroad by the customs authorities. The documents themselves are made on special unified strict reporting forms with holographic protection.

Why did you decide to refuse

Recently in Russia there has been a positive desire of the authorities to get away from excessive bureaucracy and unnecessary paperwork in various fields. The requirements for reporting volumes of small businesses have been reduced, a unified service has been launched to provide citizens with state and municipal services, and a system of multifunctional centers is in full swing. Apparently, now the turn has come to motorists.

In addition, one of the main reasons for the introduction of TCP in electronic form is the need to reduce the fabulous workflow currently existing in the traffic police departments.

However, there are elementary explanations. After all, a TCP issued on paper has significant drawbacks:

  • it contains a limited amount of information;
  • tends to wear out and become difficult to read;
  • may be lost or tampered with.

Pluses of the new format

It is clear that the electronic TCP does not have such shortcomings. It is assumed that in 2018 the new document format will be only a digital set in a specialized generalized database.

This way of storing information will help greatly facilitate:

  • search for the necessary information;
  • data processing by registration, accounting, tax and other bodies;
  • validation of documents.

Electronic TCP does not need to be changed, and most importantly - government agencies will receive a single database of all cars used in the EAEU.

All this will simplify the work of a number of specialists and will give a positive result in many different industries.

For example:

  • the activities of police officers in detecting cases of fraud in the sale of credit vehicles;
  • the work of bailiffs to seize the vehicles of credit debtors;
  • calculation by tax and customs officials of the amount of mandatory payments for vehicles;
  • and much more.

In addition, the electronic version provides for more complete information about the car: repairs, maintenance, etc.

How to make out

Replacement of documents will begin on July 1, 2018. The whole process will occur systematically, as citizens apply to the traffic police units. Any car owner is entitled to apply with the appropriate application. In general, initially the procedure will go through the purchasers of new cars.

The government has already approved the maximum amount of the state duty levied upon receipt of an electronic TCP. For individuals it is 600 rubles, for manufacturers - 250 rubles.

The issuance of electronic forms of TCP automatically invalidates the paper version. At the same time, the law does not provide for the forced replacement of a document. PTS paper forms are allowed to be used until they run out of space for recording information about new owners.

In fact, the ETS is only the entry of information into the electronic system. The owner of the vehicle receives only a limited statement.

What information does the extract contain?

The extract from the electronic transport vehicle contains a small amount of information about the vehicle (less than, for example, now in a paper TCP):

  • vin auto;
  • brand, model, category;
  • engine and chassis number;
  • colour;
  • year of issue;
  • make, type, volume and power of the engine;
  • environmental class;
  • the maximum permitted mass;
  • registration area.

The absence of data on the month of car production immediately attracts attention. Agree, the difference between the release in January and December 2017 is significant, however, it will be recorded in the document the same way: “release year - 2017”

In addition, the extract does not indicate the country of manufacture of the vehicle. Although often, upon sale, the owner of a foreign-made car asks for a higher price.

Now, the potential buyer will not be available data on the number of former car owners. They can be recognized only by the owner on the basis of a personal request.

How will

The system of functioning of electronic TCPs, which is being formed on the territory of the EAEU, is primarily aimed at protecting personal information about citizens and their property. Access to the database will be able to have a very limited circle of people. First of all, these are representatives government agencies and power structures. In addition to them, full information about the car can only be obtained by its owner on the basis of personal appeal.

Any other person, including those planning to purchase your car, will not receive such a volume of data. The only thing he can find out on the basis of a personal request is the status of an electronic passport, or the so-called vin of the vehicle.

One of the following five answer options is provided for such a request:

  • valid - means that the vehicle has been issued with an electronic vehicle;
  • incomplete - means that the ETS is currently being executed, and the relevant data are entered into the database;
  • canceled - means that the car is not cleared or is located outside the country;
  • canceled - means that the vehicle is invalid (abroad, as a rule, this answer indicates the conversion of the car into another category);
  • recycled - means that the car is deregistered and disposed of.

Accordingly, the current status of electronic TCP indicates the “cleanliness” of the car and the legality of the planned purchase and sale transaction.

Starting from July 1 of this year, any vehicle manufacturer, including customs and traffic police will issue passports for cars in electronic form. The decision to create an electronic PTS (electronic vehicle passport) appeared about a year ago, while the countries that are members of the Eurasian Economic Union (Russia, Belarus, Kyrgyzstan, Kazakhstan and Armenia) introduced a single form of vehicle passport. Actually, it was the commission of the Eurasian Economic Union that was involved in the development of a document for cars in electronic format.

They wanted to introduce electronic TCPs in the summer of 2016. Nevertheless, due to some difficulties, the introduction of such documentation in electronic form was decided to be postponed to July 2017.

What is an electronic passport for a car?

An electronic passport of a vehicle in Russia is a document that will contain all the necessary information about the vehicle, its manufacturer and owner. This information will be stored in a single database. Each electronic passport will have its own unique number. Naturally, the document will provide all the technical information about the machine.

Electronic PTS will contain information even on the number of warranty repairs. Authorized dealers will have access to passports to record the necessary information in them. By checking such a document, it will be easy to determine the customs cleanliness and existing restrictions on the operation of the car. For example, in the passport there is a column in which a certain territory is indicated within which the car can be registered. Let's say the document indicates the Eurasian Economic Union. It means that this car Meets all the requirements of the countries of this union. On the other hand, the "limited territory" may be indicated in the electronic passport. This means that the car does not meet any standards.

What is the point in the electronic version of the passport for the car owners themselves? If we talk about the buyer, such information will help him make the right choice when buying a car. For example, the vehicle registration territory may be limited to one country. This means that in another country it will not be possible to register.

If you compare the existing vehicle passport, which has a paper form, you will notice that it contains obviously less information than it is supposed to be entered into the electronic TCP.

Having issued an electronic PTS, the owner of the machine can at any time receive a special statement and print it. In fact, it will be a paper analogue of your car passport. However, the statement will contain incomplete information about the car. For example, in it you will find information about the owner and manufacturer of this vehicle. Nevertheless, in such a printout you can find out information about the category of a driver’s license, as well as the category of a car from the technical regulations.

As for the introduction of electronic PTS in Russia, such a document, or rather its format, will solve the problems of determining the category of a car in disputed situations. The bottom line is that some of the foreign cars can be defined in our country as buses or as trucks. At the same time, in reality, it happens that employees of government agencies rank the car as a category for which the owner will be forced to pay fees and taxes in favor of the budget. By introducing an electronic TCP, such a problem will be completely resolved.

Who can be presented with information from electronic TCP?

Information on electronic TCP may be provided free of charge to the following persons:

  • participants of electronic passport systems for use solely for personal interests or to fulfill the requirements that are required by law;
  • to the owner of the car (in a certain amount);
  • to third parties upon request.

The owner of the machine has the full right to access the data contained in the TCP. Interested parties can only get information about the status of the document. These statuses include:

  • incomplete (when the passport for the car is at the registration stage);
  • current (the document is currently valid);
  • canceled (issued at the time of re-registration of the vehicle from one type to another);
  • canceled (when a car leaves the Eurasian Economic Union and does not pass through customs);
  • disposed of (when the machine is deregistered for disposal).

For information, you just need to specify the VIN-code of the machine. As for buyers of vehicles, they should only be interested in the current status of the TCP, otherwise, the processing of the transaction is absolutely impossible.

Actually, if you decide to purchase a car with an electronic vehicle passport, you definitely need to check the status of this document. In addition to information about the status, a consumer who has a desire to buy a car will not be able to get other necessary information from the electronic version of the document for the car. This means that, in fact, the buyer will not have information about who really owns this machine.

However, the seller in any case has the opportunity to confirm with documents that he is the owner of the car at the moment. To this end, he needs to make a request for an extract from the electronic TCP. Since such data can only be obtained by the owner of the machine. If you see such an extract from the seller, in fact, this is direct evidence that he is the owner of the vehicle.

But if you have any doubts when buying a car, you, as a buyer, have every right to receive data from an electronic TCP, having paid for receiving this information.

Advantages and disadvantages of implementing electronic vehicle passports

First of all, the introduction of an electronic form of PTS allows you to save a lot of data about the car. This can be information about traffic accidents, payments for insurance companies, loans, possible restrictions on the implementation of this tool based on the decision of the judicial authorities.

However, the problem is that the ordinary buyer cannot receive the information in full, because in the status of “current” there is no information, for example, about the actual restrictions, or, for example, that the car is pledged to a credit organization. Therefore, the new electronic TCP system cannot be called ideal and needs to be improved.

Also with the introduction of new electronic passports for vehicles, other questions arise. For example, many are concerned about the difficulties encountered in registering car sales and purchases. Indeed, it still remains completely incomprehensible how the seller can enter a new buyer in the electronic TCP, since access to the database itself is not provided for the seller. It turns out that the contract of sale is drawn up without this, and what to do with the electronic passport is unclear.

Many now cannot understand what to do if a car is bought on the basis of signing a loan agreement. If until now the paper TCP was left as collateral with a financial and credit organization until the loan was fully repaid, now this is not possible. After all, the electronic version of the document is stored in the state database.

In conclusion, we can say that the introduction of electronic passports for vehicles clearly has many advantages for car owners. Nevertheless, the use of an electronic version of the document will obviously be associated with many difficulties. Therefore, whether you should change a paper passport to an electronic one is up to you.

Starting July 1, Russia will stop issuing paper vehicle passports. They will be replaced by electronic ones. This the new kind the document will begin to draw up on the territory of the Eurasian Economic Union.

The Eurasian Economic Commission has approved and ratified the use of electronic passports. The agreement on the introduction of uniform forms of vehicle passports (vehicle chassis passports) and passports of self-propelled vehicles and other types of equipment and the organization of electronic passport systems will work in all EAEU member states. The draft government acts of the Russian Federation suggest that in Russia this will ultimately be the whole history of the car from the moment either its production or import, or from the time the electronic passport is issued for a previously registered car.

As the director of the department of scientific and technical activities of Electronic Passport JSC (part of the Rostec State Corporation) Boris Ionov told RG, the amount of information received will allow creating a reliable history of the vehicle over life cycle from the moment of issuing into circulation on the territory of the Eurasian Economic Union up to disposal.

Recall that a regular vehicle passport is a large blue paper sheet that is stored at home. The need for it arises only when changing the owner or making changes to the passport itself. Do not confuse it with a certificate of registration of a vehicle (STS), which is often called commonplace in the common people. This document was issued, and will be issued in the traffic police in paper form.

The new passport will indicate how the car is insured, whether it was in an accident, what kind of repair

The current passport indicates the manufacturer, make, model, year of manufacture of the machine. If the owner has changed, the data of the new owner and the reasons for his change are indicated, for example, the contract of sale. When registering and issuing a certificate of registration, these data are also indicated.

An electronic passport will contain much more information. Is the car insured? How? Only for compulsory motor liability insurance or for hull insurance. Did he get into an accident, were these accidents taken into account, what repairs were carried out? This data will be able to come directly from insurers, as well as from services that serve cars. Also in the passport will be able to get data on passing inspection.

But this is not the whole list of innovations. For example, information about restrictions imposed will be able to be entered into the electronic passport if the car, for example, was purchased on credit and is pledged.

Such a package of vehicle information collected in a single database is of great value. At the same time, avoiding the paper version will reduce the cost of legally significant actions. For example, now the state duty for issuing a vehicle passport costs 800 rubles. The cost of issuing an electronic passport is supposed to be no more than 600 rubles. And you’ll have to pay only once, because you can’t lose or ruin it

Who and how will issue these electronic passports? Until now, car manufacturers have been doing this, that is, factories that produce cars. Also, passports were issued by customs for cars that were imported from abroad. The State Traffic Inspectorate also issued passports, if it was a question of issuing a duplicate in return for a lost or unusable passport. Who will issue an electronic passport? The same car factories will be engaged in this. If we are talking about imported cars - organizations authorized by the Ministry of Industry and Trade in accordance with the approved criteria. The issue of attracting certification bodies to this issue, which issue type approval of a vehicle and testing laboratories that issue a design safety certificate for a particular vehicle, is being discussed.

Thus, it will be possible to resolve the issue of issuing an electronic passport for both imported new and used cars. In addition, these same organizations will deal with the issuance of electronic passports for home-made cars.

But what about those who received at one time a paper passport of a vehicle? Never mind. No mandatory registration of an electronic passport is provided. The car owner wants to get one - he will go to an authorized organization, where he will issue it. He does not want to - he will continue to live with a paper counterpart. After all, a passport, in fact, is needed only during registration activities. On the road, the traffic police inspector only needs a certificate of registration of the vehicle.

But with the development of this system, the car owner will be interested in the availability of an electronic passport. After all, it will be the whole history of the car. Accordingly, buyers, if you decide to sell your car, will pay great attention to your car, whose life story is transparent. This is a kind of analogue of the American Carfax system, which stores the history of all state machines. But only the owner can get this electronic passport data for free. So when buying and selling, you will have to get to know him or get a paid service in electronic passport systems.

Attention! The entry into force of the decision to cancel paper passports of vehicles was postponed from July 1, 2016 to November 1, 2019.

Cancellation of paper passports of vehicles from November 1, 2019

First of all, we consider subparagraph a of paragraph 2 of the decision of the board of the Eurasian Economic Commission:

2. To establish that:

a) until November 1, 2019, it is allowed to issue vehicle passports (vehicle chassis passports) in the form and in accordance with the rules established by the legislation of a member state of the Eurasian Economic Union (hereinafter - the member state);

From this paragraph it follows that starting from November 1, 2019, TCP will be issued only in electronic form. Those. all new cars will have an electronic passport, paper documents will not be issued.

Replacement of paper TCP with electronic

The replacement of paper TCP with electronic is regulated by subparagraph g:

d) the replacement of vehicle passports and passports of self-propelled vehicles and other types of equipment issued prior to the entry into force of this Decision, as well as in accordance with subparagraphs "a" - "c" of this paragraph, with electronic passports of vehicles and electronic passports of self-propelled vehicles and other types of equipment carried out at the request of the vehicle owner (self-propelled cars and other types of equipment);

If desired, any car owner can change the paper passport of the vehicle to electronic.

However, many drivers care about the following question. Is it mandatory to change a paper TCP to electronic? Regulatory documents do not require the mandatory receipt of electronic TCP. Therefore, the paper version can be used until it runs out of space for new owners.

Simultaneous use of electronic and paper TCP

Please note that a car cannot have both a paper and electronic TCP:

e) simultaneous issuance of an electronic passport and a passport on paper for 1 vehicle (vehicle chassis), self-propelled car and other equipment is not allowed.

What is an electronic TCP?

Electronic Title is an entry in the database that contains information about the car, as well as about its owners. A complete list of information contained in the e-vehicle is given in the Procedure for the functioning of electronic vehicle passport systems (electronic passports of the chassis of vehicles) and electronic passports of self-propelled vehicles and other types of equipment.

If you wish, you can study the list of information that should be contained in the electronic TCP. For comparison, I suggest you pick up a regular TCP. You will notice that a paper passport contains much less data.

In this case, after registration of the electronic TCP, the owner of the car receives an extract that can be printed. This statement will be an analogue of paper TCP. Moreover, the extract contains only part of the information from the electronic TCP. The contents of the extract are given in.

So the introduction of electronic PTS will help to solve the problem of determining the category of a vehicle in disputed cases. The fact is that some foreign cars can be attributed in Russia to both buses and trucks. At the same time, in practice, government officials usually attribute the car to the group where the payments in favor of the budget (customs, taxes, etc.) are greater. Introduction new form PTS will allow you to unambiguously assign a vehicle to one or another category.

Who can get information from electronic TCP

Clause 12 of the Procedure for the Operation of Electronic Title Systems contains information on who can receive information from an electronic passport free of charge. Consider subparagraphs g and d related to ordinary drivers:

12. Participants of electronic passport systems for use solely for their own needs and (or) for the implementation of the tasks assigned to them in accordance with this Procedure and (or) the laws of a Member State, without charge are provided upon request with the following information:
...
d) to the owner of the vehicle (chassis, car) - information in the amount provided for by Annexes N 1 and 2 to this Procedure;

e) to other persons - information on the status of the electronic passport upon request containing:

vehicle identification number (VIN) (chassis), chassis (frame) number or body number (cab, trailer) - for the vehicle (chassis);

vehicle identification number or body number (cab, trailer) - for the car.

Consider this item from the point of view.

A potential buyer can only get information on the status of an electronic vehicle by VIN number of a car. Those. the buyer can find out that the TCP is in one of the following statuses:

  • unfinished;
  • acting;
  • canceled;
  • canceled;
  • disposed of.

When buying a car with an electronic TCP, I recommend the buyer to check the status of the document. The correct value in this case is "valid". If the TCP is in a different status, it is better to refrain from buying a car.

In addition to the status, the buyer cannot receive any additional information from the electronic TCP. Those. in fact, the buyer does not have confirmation of who owns the vehicle.

However, the seller can confirm that he is the owner of the vehicle. To do this, he must make a request for an extract from the electronic TCP. This information is only given to the car owner. Therefore, its presence can serve as a guarantee that the car is sold by its current owner.

In addition, the buyer can access information for a fee:

13. To participants of electronic passport systems on a contractual basis access is granted to the information contained in electronic passports and to the services of electronic passport systems in the amount, procedure and on conditions determined by the administrator, except as otherwise provided in paragraph 12 of this Procedure.

The list of information that can be obtained on a contractual basis is determined by the system administrator.

Benefits of Electronic Title

An important advantage of electronic PTS is the almost unlimited amount of information that can be contained in a document. In an electronic title deed, the place for recording owners cannot run out, so it will never be necessary.

In addition, the TCP in electronic form can be stored indefinitely and cannot deteriorate from time or from external influences.

Issues for the Introduction of Electronic Title

Nevertheless, the introduction of electronic PTAs raises some questions:

1. The complexity of registration of transactions of sale. It is unclear how the seller can enter a new buyer into the ePTS, because he does not have access to the database. It remains only to issue.

2. Buying cars on credit. Previously, PTS remained pledged to the bank until loan repayment. It is not possible to pick up an electronic vehicle, as It is stored in the state database.

Summing up the results of this article, I want to note that electronic PTS will ultimately make life easier for car owners. However, in the first few years, many drivers will encounter a variety of technical difficulties, so I do not recommend rushing to replace the paper TCP with an electronic one.
