The first results of the environmental audit were learned by its organizers - governor of the Chelyabinsk Region Boris Dubrovsky and minister of Ecology of the Region Irina Gladkova. Before announcing the results of the examination, they held a meeting with eco-auditors and the management of RMK.

The main conclusion made by experts of the Ural State Mining University (USMU) is that the construction and operation of the plant are possible taking into account recommendations for protection the environment and risk reduction. “The abandonment of the technology of hydrometallurgical production ensures the complete elimination of the negative impact of the Tominsky GOK on the Shershnevskoe reservoir,” emphasized professor of the Department of Hydrology, Engineering Geology and Geoecology, USMU Olga Guman. “We also recommend considering alternative options for storing dehydrated tailings, including transporting them and laying them in worked out spaces, for example, to eliminate the Korkinsky open pit.”

President of Russian Copper Company CJSC Vsevolod Levin thanked Boris Dubrovsky for organizing the environmental audit and stated that the company agrees with the recommendations of the auditors, and the governor emphasized that the environmental audit recommendations adopted by the RCC change the architecture of the project, make it more environmentally friendly: “The new project solves the old problem of the Korkinsky open-pit mine. According to Chelyabinsk.ru, negotiations with the Chelyabinsk Coal Company (CHUK) have been ongoing for a long time, and RMK initially planned to carry out pipes from production to the Korkinsky open pit. An informed source said that this option is theoretically and technically possible, and the project will be safe while the equipment is new, but the mine can be completely filled in 20 years (the volume of the mine is 1.8 billion tons, the waste volume of the Tominsky GOK is approximately 800-900 million tons). Sergei Fedorovich, at the first press conference a week ago, that any position is firing, if you do not work, and you are going to work. Nevertheless: you are the new Minister of Ecology of the region. And the theme of the state of the environment in Chelyabinsk and the region is politicized to the limit. You are not a politician, you are primarily a scientist (Likhachev is already the former dean of the Faculty of Ecology of the Chelyabinsk State University - editorial note). How are you going to combine these, let's say, hypostases?

We will remove the political component, for sure. I see as my task, the task of the ministry, with all its functions prescribed by law, to provide adequate information to civil society. The problem of our department was, as I already understood, that because of the very heavy workload - you can’t even imagine which one - it missed the information moment, the moment of working with the population.

- How much is this problem running?

You know, I would not like to evaluate the work of my predecessors. It is not correct. IN scientific environment this is not accepted at all. I do not whitewash those who led before me, but we must take into account that everyone has their own opinion, their own work tools. But I think the problems started when the environmental problems in the region escalated. This and condition atmospheric air, and the construction of large enterprises, and water, and waste. And just at that moment the ministry had a tremendous load. Honestly, the population does not always have a clue about how much work officials have. And you know, we have people here, it happens, and they sit until two in the night. My deputies, for example, generally do not seem to go home ... But at the same time, we must work with the population. Residents of Chelyabinsk and other cities must have genuine, valid online information about the environmental situation in the region. By the way, I am very opposed to closing the entire information agenda in Chelyabinsk and Magnitogorsk. The region is very large, there are a lot of climatic and climatic zones. Each has its own problems. For example, in Kyshtym nobody is worried about the air condition - they are surrounded by a forest, a powerful assimilator. But they are interested in problems with water and waste. And each territory has its own questions. But, in principle, they all fit into four blocks. These are problems of air, water, garbage and, perhaps, a strange at first glance problem of environmental education and upbringing. We will decide these blocks, inform the population, and avoid mistakes that were made earlier.

How in the light of this will you work with, let's call it, the environmental opposition? We have large movements in our region - Stop GOK, the newly formed ChelyabinskDyshi, which held several notable rallies in the spring. Plus "Time Che", "Ecocell" and so on. Perhaps they are not so numerous as to create a tangible protest movement, but nevertheless, it is impossible not to notice their activities on the network - the main source of distribution and processing of information today.

Impossible, yes. We are monitoring the situation. You see, for some reason, it is customary for the Ministry of Ecology to blame all the problems. We repeat: the legislation distributes the control and supervision functions between Rosprirodnadzor and the Ministry of Ecology. Control over industrial enterprises of categories I and II are the functions of Rosprirodnadzor, and no one is going to transfer them to us. I spoke about this at a press conference and I will repeat it again. This does not mean that we do not control anything. By virtue of our authority, we are actively participating in the events of the same Rosprirodnadzor. We provide them with a laboratory base. And they alone will not cope, and we alone will not cope. There should be a clear link, communication between our departments. And by the way, earlier it wasn’t especially ... And as for social movements, we will definitely work with them. But, you know, I’m very jarred by the situation when someone expresses their opinion, but at the same time someone else’s opinion does not interest him. I often came across this at my previous job. I can’t say that our environmental movements are some kind of protest. No, they express problems that, objectively, have long been sore. I would like to build work with them so that we begin to do something together. For example, the collection of garbage is now perfectly carried out by volunteers, and this is a real help to the environment. The question of public control also arises. For example, here we recently went with colleagues to Starokamyshinsk. There was a situation close to that.

- Clarify please.

Messages appeared on the network that garbage would be taken to a landfill in Starokamyshinsk after the closure of a landfill in Chelyabinsk on July 1, 2018. And there the volume of the landfill is small, 36 thousand tons per year. It is clear that if this were true, then in a month we would have hammered this dump ... In general, at first there was a lot of aggression. About 200 people came to the meeting. But our experts withstood this tremendous pressure, and as a result came to a common denominator. It was proposed to create an initiative group in Starokamyshinsk that will control the landfill. And the population was convinced that no garbage from Chelyabinsk would go to them.


“If we go to the population, we will surely get the result”

- Where does this aggression come from? There is no smoke without fire.

The problem of distrust of the population to power is to blame. These are also the consequences of that information hunger. So you have to go to the people, talk to him. And in this regard, the role public organizations extremely important. And we will build a single algorithm of actions with them. And if we go to the population, then we will surely get the result. Not right away, of course. And if we don’t work with him, we will have protest moods and aggravate them.

I can immediately tell you on behalf of the population: when you said at the first press conference that the environmental hysteria in Chelyabinsk is a kind of fake, the public was immediately surprised. Probably because we all suffered a lot last fall from endless NMUs and permanent smog.

Well, we haven’t always been able to, there are a lot of fogs, there is a haze ... Of course, I feel when it is difficult to breathe in Chelyabinsk. Because I myself live in Traktorozavodsky district. So, one of the conditions of air pollution is calm, when there is an accumulation of pollutants in the surface layer at a height of about two meters. This is bad, the population is suffering, definitely. It is clear that the contribution of enterprises to this is also there. We are fighting this. The result will be. In particular, the number of substances for which measurements will be made will be increased. Many substances are not counted so far. Yes, phenol, benzapyrene, formaldehyde are measured. I think that this list will include mercury, vapors of arsenic, cadmium, heavy metals, carcinogens, naphthalene and so on.

- On the contribution of enterprises: recently, heavy artillery in the form was connected with them.

Yes, we are participating in these events together with the security forces and Rosprirodnadzor. Because without the siloviki, the Ministry of Ecology employee will simply not enter the plant territory. They will say to him: "Goodbye, private property here." We do not have such powers as the regional authority. We can go with documents and equipment only to a smaller enterprise of category III and IV, which are under our control. And industrial giants are the sphere of Rosprirodnadzor. Therefore, we go to them together, and provide our services, a laboratory base. And I want to emphasize - these events will continue. I also want to add that yesterday the regional authorities, Rosprirodnadzor presented a comprehensive plan, one of the sections of which is to improve the atmospheric air in Chelyabinsk and Magnitogorsk.

“And what is the plan?”

Volumetric (smiles). More detailed comments will come later. In the meantime, I want to say that the current state of technological processes in large enterprises should change. And the owners, representatives of financial and industrial groups are beginning to understand this. For Mechel, there’s a roadmap - it explicitly spells out what needs to be done and what investments will be required. And they have already begun to implement it. There is the same draft of signing a contract with the Chelyabinsk Zinc Plant. And we help him in this - we clean his district, since there are many illegal immigrants with illegal metal processing nearby. Magnesite has exactly the same intention - they have already handed over the documents. And in each of the agreements there is a clause on the investment of very serious funds for the implementation of environmental measures. Our task: control. And it is clear that in the first place all the experts of Rosprirodnadzor will evaluate it, but we will, too, because Mechel, for example, concluded an agreement with the Government of the Chelyabinsk Region. Let's estimate: how much is invested, what is the result. And it should be tangible, since by 2024 it is necessary to reduce the amount of emissions by 30%. And including in the periods of NMU.


“It doesn’t matter how much the enterprises emit, it matters - what”

You said at a press conference that the Ministry of Ecology will have some tools to formulate new emission standards.

This is an addition to the law on quotas, which I think will be adopted this year. I emphasize: it does not matter in whose wording this law will be - the Chelyabinsk region, or the Ministry of Natural Resources and Ecology of the Russian Federation, the main thing is that it takes effect. To create a tool that allows you to assess air pollution and submit proposals to Rosprirodnadzor for quotas for each enterprise. Look, there is a certain ecological capacity inside which there are sources of emissions (draws an imaginary circle on the table): we need to bring the air condition in it within one MPC (maximum permissible concentration harmful substances - approx. edition). How many enterprises are in this capacity? Well, let's say five. And in aggregate, they must give emissions of a substance within 1 MPC. This tool allows you to evaluate the investment of each enterprise in 1 MPC and already conduct focused work with the intruder who is.

- And how to calculate it, if enterprises, for example, stand nearby and throw everything into one territory?

And this monitoring system will determine. Stationary posts, the number of which will increase. For this, the Government of the region and Rosprirodnadzor do a lot. And we. Our dream is to have our own network of posts, and some progress is being made in this direction. In general, Chelyabinsk, both in territory and in law, must have about 20 posts. There are eight of them now. Two or three more will be added this year. This is closer to the standards. I think that by the year 2024 we will solve this problem. These posts will not necessarily be located near industrial enterprises, they can be, for example, in the territory of the school, which is nearby. We are interested not only in data analysis, but also in the availability of online information. For any person to visit the site, click a button and look - and maps, and smoke, and the quality of emissions. Let me remind you: it doesn’t matter how much they throw away, it’s important - what. Water vapor may be released in large quantities, but it is harmless to humans. And you can throw a little, but one that does not seem enough to anyone. Benzapiren, for example ... It's like one drop of biological weapons - once, and there is no whole city ... Well, I, of course, exaggerate artistically, but nonetheless.

MPC standards - this is something that is incomprehensible to the layman. Here you are talking about the need to change them. And they generally with what regularity tolerate changes?

Yes, they are constantly being reviewed. Since the days of the USSR, substances are known that negatively affect the entire biota and human health in particular. Standards should be brought to current state, because the technological processes have changed, and the lack of regular monitoring of the 90s still affects. This wild business, when people illegally burn metal, and there are a lot of carcinogens in it, is a consequence of those times. And now the addition to the law will allow us, the Ministry of Environment, to make proposals to Rosprirodnadzor on emission standards.

I would like to clarify about the environmental capacity. Do you somehow divide, for example, Chelyabinsk into these capacities, given that in one district there is a focus of industrial sites, and in the other they are not at all?

And it is clear that if they all go on the road during the period of NMU, then there is nothing good about this. For example, the north-west of Chelyabinsk: there are no enterprises there, but at the same time formaldehyde goes off scale at the intersection of Victory Avenue and Sverdlovsk. The head of our laboratory after measurements says - well, this is transport. And you don’t need to divide the city. Yes, zones with more sources of emissions will be highlighted. It is clear that the Mechel site, or the industrial site of the zinc plant, is one large area. Big roads, by the way, would also be nice to look out. Here the governor decided to switch public transport to gas engine fuel, and we strongly support it.

You have already mentioned Mechel and the zinc plant in our conversation several times. I’m waiting for everything when you say something about ChEMK and Fortum, for example. Have they received any suggestions for improving the environmental situation?

Not yet. Again, this is federal supervision. As the data appears, we’ll immediately inform you. And Rosprirodnadzor, and we.

I cannot but touch upon the following topic: from time to time, from the submission of some initiative groups, there are proposals to move industrial sites outside of Chelyabinsk ...

Yes, I heard. Now it makes no sense to discuss this in detail, because it is clear that in a month nobody will transport the enterprise anywhere. I can say one thing: it is necessary to bring all the equipment in line with environmental standards. If the company cannot be brought into compliance, then it should not be in the city.

The best available technology is what is often said in connection with the improvement of the environmental situation (it is planned to transfer to them all enterprises in the Russian Federation from the top 300 pollutants, which includes all large enterprises in Chelyabinsk - editorial note). What is meant by this and when are they planned to be implemented?

BAT is a technology aimed at introducing the principles of a green economy. The main principle: we must work out some natural resource completely, without tails. But at the same time, we should not pollute nature. BAT will be available and will allow solving both economic and environmental issues. In fact, this equipment: gas purification, water purification. For example, aeration tank - a tank for wastewater treatment. Or electric induction furnaces - give a chic result for burning garbage and recycling. The emission from them is small, the ash content is small, that is, they turn garbage into dust, which can then be used as soil. So the problem of tails has been solved. BATs are already being successfully implemented - at MMK, at Magnesite, Konar.

Back to the topic of waste recycling. How is the work going on by the decision of the Chelyabinsk regional court, which recognized the territorial scheme for the disposal of municipal solid waste as invalid?

- How much will emissions of Chelyabinsk decrease with the completion of the landfill?

Well, subtract 63 thousand tons per year. About. When it burns, and more will be ... There are two problems - landfill gas and leachate. The reclamation project will be sent to their solution; it has already passed research and examination. The designer himself has not yet been selected. But I think we will find it quickly. The main tasks are the removal of landfill gas from the landfill body and the neutralization of the filtrate. The filtrate is a suspension of this color (tapping on a dark brown table - editorial note), which must be brought to the state of process water. To take further - where, the project will show. It is also necessary to destroy the organic component, which gives the reproduction of bacteria, because of which we feel an unpleasant odor. We would like to get a substrate, the so-called gray soil, on which, when applying fertilizers, plants sprout perfectly. What design decision will be - I can not say yet. In general, I saw a park in Spain, in Valencia, on the site of a former dump. Children go in groups there ... And in Italy I saw a dump of radioisotopes: you can never say that this is a former garbage dump. In Vienna, an incinerator stands in the city center, and is very beautiful. In general, world experience in this sense is very positive.

You said at a press conference that you won’t say anything about Tominsky GOK yet. And yet - you are a specialist in water resources. And with regard to this project, one of the biggest fears is that it will pollute our drinking water source, Shershnevskoe Reservoir ... Do you have personal concerns based on your experience in this industry?

You know, I'm still not a hydrogeologist. But I have many familiar hydrogeologists, very skilled. Moreover, independent, federal level. Many of them sit in international committees. I asked them to write me a note - what and how. Yes, underground sources are adjacent to the site in Tomino. And yes, there are fears that production waste will pollute the Shershnevskoe reservoir through them. But so far, on the outlines (preliminary measurements - editorial note) this is not confirmed. But I would like to see the conclusion of disinterested specialists. And really looking forward to it. Because the Argazi-Hornets complex is really the only drinking source for Chelyabinsk. And I remind you that RMK excluded hydrometallurgy from the project, introduced the principle of a closed water supply system. There is still the issue of reclamation of the Korkinsky open pit - by filling it with tails of the Tominsky GOK. My chemical colleagues from ChelSU claimed that this would not entail pollution of Korkino drinking springs.

- The last question, from all residents - when will it become easier for us to breathe?

The tasks are very tough - to make the air much fresher for the SCO and BRICS summits. Although, of course, I would not focus on this. Well, and if there were no summits, what to do, not to breathe? D Chelyabinsk rifles yesterday asked to write something about the Tominsky mining and processing plant in Chelyabinsk. The topic from LiveJournal has already disappeared, there were several paid posts, but Chelyabinsk residents, as you see, still care about this. They complain, but do not care.

I was born in the homeland of metallurgy - in the Urals, I traveled a lot in small towns that were once built for mining and processing enterprises, I saw a bunch of "fox tails" that fell from factory pipes. I have been in dead Karabash, and in Kyshtym, and in closed Ozyorsk and Snezhinsk, whose atmosphere was somewhat affected by the Mayak accident. It's tough there. But Chelyabinsk has always been different. The sky.

When you approach the city, a terrible picture arises before you: a black sky, all in smoke and dirt, but this, of course, is only the outskirts. Everything in the center is divine.

And now, several years ago, the ex-governor Mikhail Yurevich began to cheerfully promote the project on the construction of the Tominsky GOK.

If anyone doesn’t know Yuryevich, Chelyabinsk residents do not have the warmest feelings, I remember that in the bearded year when he replaced Sumin, the aunt cursed that the children’s fare was paid, and a number of benefits were canceled for pensioners. Given that Yurevich and his entire large family have a weak business in Chelyabinsk and beyond, it is not difficult to guess why we were talking about the mining and processing enterprise. To extract copper is very profitable, although there is not much of it there, but if you look closely at the project, "the plant will annually process 28 million tons of ore into copper concentrate." They are going to dig to a depth of 380 meters (380/30 \u003d 12.6) - that's about 12 nine-story buildings. And now a funny fact: since 2004, not a single metro station has been made in Chelyabinsk.

Supporters of the project motivate by promising a huge number of jobs, opponents complain that the mining and processing enterprise will bring a lot of environmental problems.

I am more inclined towards the second side, not even because work is evil, but because I am somehow really scared for Chelyabinsk (even though I don’t really like it).

So what's with the ecology ?!

Firstly,around Chelyabinsk there are a lot of villages, villages and other settlements, which, mind you, were not deprived of the radiation background after the Mayak accident. Here, in Korkino, coal is mined. Tominsky GOK will be located here, according to ecologists, the wind rose is directed directly towards Chelyabinsk.

Secondly, p overnight: the extraction of any natural resources carries a number of problems: soil oxidation, sedimentary air, and so on. Chelyabinsk citizens complain that there is a reservoir (on the map right above the red mark), as well as underground sources, 7 kilometers from the intended crater. The result of copper mining can be perfectly seen on the example of native Karabash.

Water takes a red color, after drinking this, you will not only become a little kid, but you will immediately drop your hooves.

Now let's go about air. It is impossible to dig a quarry with a shovel to a depth of 380 meters, a punch here will not help either. Only explosives, only hardcore ... There is nothing to say here, the eyes themselves will see everything.
